The improved pay progression of 1,3% for educators that was negotiated in PSCBC Resolution 1 of 2018 for implementation on 1 July 2018 has proved to be a headache for the Department of Basic Education and has suffered serious delays.

NAPTOSA on a number of occasions engaged with the Department on the matter and demanded that implementation be prioritized. These engagements eventually prompted the Department to instruct Provincial Education Departments to implement the 1% pay progression, awaiting finalisation of the 0,3%.

Seven months after the envisaged implementation of the 1,3% we have now reached finality. NAPTOSA received confirmation from the Department that implementation modalities have been finalised and National Treasury has instructed PERSAL to do a supplementary pay run on 28 January 2019. It is envisaged that educators who qualified for pay progression on 1 July 2018 will see the 0,3% back paid to that date, reflected in their bank accounts by 31 January 2019.

PSCBC Resolution 1 of 2018 determines that the second part of the pay progression implementation for educators is to be effected from 1 July 2019 when the additional 0,2% is to be paid to bring educators on par with the rest of the public service where a 1,5% p.a. pay progression is applicable. Knowing the pitfalls encountered with the implementation of the additional 0,3%, we trust that the Department will promptly start work on the 0,2% to ensure that come 1 July 2019 there will be no delays in implementation.
