The wage agreement for the period 2015/16 to 2017/18 was signed in the PSCBC on 19 May 2015. NAPTOSA is a signatory to the agreement. This means that members will receive the following:
COST OF LIVING ADJUSTMENT
2015/16 = 7% increase with effect from 1 April 2015 (based on projected CPI of 4,8% + 2,2%) 2016/17 = Projected CPI + 1% 2017/18 = Projected CPI + 1% (A safety net clause has been built into the agreement that will allow for the difference between the projected CPI and the actual CPI for the corresponding period either to be added to, or subtracted from, the adjustment for the following year depending on whether the actual CPI was higher or lower than the projected CPI)
MEDICAL SUBSIDY 28, 5% adjustment in the medical subsidy for in-service members belonging to GEMS limited to –
A maximum cap of R 925 p.m. per principal member and first dependent and R 565 p.m. per each additional dependent. An overall maximum cap of R 3545 p.m.
The President of NAPTOSA, Mr Basil Manuel, reacting to reports of xenophobic attacks on foreign nationals, which also impacted on schools, said in Pretoria today that NAPTOSA and all its members were shocked by these callous attacks. NAPTOSA condemned these attacks in the strongest possible terms as an affront on the dignity of all South Africans.
Mr Manuel stated that NAPTOSA, as a union of education professionals, is particularly concerned about the impact of these attacks on, teachers and learners. Schools, he said, have been left without the services of critical teachers who have been too afraid to report for duty. Learners have also been unsettled by the violence and some foreign nationals learners have been intimidated by their peers and have as a result missed out on schooling.
NAPTOSA calls on all teachers of worth to stand up against these dastardly acts. Mr Manuel further called on schools to protect foreign national teachers who provide a sterling service to the Country. NAPTOSA appeals to all teachers to use the power of education to fulfil their role as nation-builders and inculcate a culture of tolerance, acceptance and respect for all people irrespective of nationality, race, colour, culture or religious faith. Mr Manuel also deplored the actions of criminals exploiting the current situation by looting property and businesses as well as the assault of foreign nationals and called for decisive law enforcement.

TEACHER UNIONS UNITE FOR QUALITY EDUCATION
South Africa’s major education unions SADTU, NAPTOSA and SAOU are joining millions of teachers, learners, education leaders and education employees around the globe to celebrate the culmination of the Unite for Quality Education Campaign which has run for a year.
Education International (EI) – a global teacher and education employees’ union federation, with a membership of 30 million teachers world-wide is spearheading the Campaign.
The Campaign was launched in New York and Paris in 2013.Six cities on six continents across the world have been chosen to host the culminating activities this year. Pretoria in South Africa is one of the six cities chosen to host the event. Othercities include Sydney, Australia; New Delhi, India; Brussels, Belgium; Buenos Aires, Argentina; and New York, USA. Additional events are also being planned in other cities around the world. South Africa will host a Unite for Quality Education march in Pretoria that will involve members and leaders from the three unions, together with learners and the general public.
Marchers will assemble at Prince’s Park in central Pretoria at 9am on Saturday, 20 September 2014, before moving to Frances Baard Street and then along Sophie De Bryn Street to Ditsong National Museum for Cultural History in Visagie Street, where the event will be formally addressed by the Ministers of Basic Education– Angie Motshekga and Minister of Higher Education and Training - Blade Nzimande, the Presidents from the three unions (SADTU, NAPTOSA and SAOU) and the EI General Secretary.
IMPORTANT MESSAGE FROM GOVERNMENT EMPLOYEES PENSION FUND (GEPF)
GEPF pensioners or members will not loose lump sum in 2015
National Treasury, in a statement issued on 9 July 2014, dispelled the rumours that from 2015 public servants will no longer receive gratuities upon retirement from the public service.
According to the statement, certain pension reforms will be effected on 1 March 2015. These reforms, however, impact on retirement savings pertaining to provident funds. The GEPF is NOT a provident fund, but a pension fund. Members of the GEPF will therefore NOT be affected by these pension reforms. In other words nothing changes for educators as far as pensions are concerned. Gratuities will still be paid to those educators who retire and qualify for such gratuities in terms of the GEPF Rules.
National Treasury also announced that further pension reforms are envisaged, but not for at least another 2 years and only after consultation with, inter alia, trade unions. Whether such future reforms will impact on the pensions of public servants, only time will tell. NAPTOSA will monitor developments in this regard and keep members informed.
DEPARTMENT OF BASIC EDUCATION SECTOR PLAN 2014 - 2019
Minister of Basic Education, Mrs Angie Motshekga, with the Deputy Minister Mr Enver Surty held the first meeting of the Council of Education Ministers of the new administration after national general elections. The Department of Basic Education (DBE) presented the Basic Education Sector plan 2014 -2019, which aligned the updated sector plan to the National Development Plan (NDP), Vision 2030, as well as the Medium Term Strategic Framework (MTSF) and ministerial priorities.
The Council of Education Ministers have condemned the protest action in some communities that results in disruptions to schooling. The protests had a direct impact on schools even though the issues raised were not related to education.
